I have a tweeter..... with 2 wires coming out - one is black, one is black with a constant white line down it - which is which?

Consult the manual.
The constant white line is called a tracer.

I don't have a manual they are the tweaters from an old set of components. The sub parts blew so I was going to re use these elsewhere but dont know which way to put them

Its not too critical tbh, just so long as you get it the same on both sides.

I thought they would sound out of sink if they were the wrong way? - or is that if the sides are different?

should not matter as long as you do the same on both sides.
