if i buy a plate now off dvla can i retain it without putting it on a car? e.g for 6motnhs for free or do i have to pay some sort of costs if i do not transfer it on a car straight away?

You can keep it off the car for upto 12 months, after that you'll have to pay the transfer fees yourself
