Um I was driving along through Hemel Hempstead today only to see a sign at the road-side (LED big sign thing) which had a numberplate written out -- I went past and I suddenly saw it change to my numberplate... What the hell are these things?

Is it a new cunning plan just to say "big brother's watching you" or have I, and the car infront, just got done for speeding in rush hour

I think its part of the Road Tax thing, they have cameras which read number plate and tax disc to spot cars bein used without it. Its in addition to the database IIRC.

its to make a nice big distraction so motorists look think wtf while they go ploughing into a tree or wall & then get done & fined by the cops for driving without due care & attention!

I remember in my old job I was driving the van onto a private housing estate & it had one of these things saying ' You are now on private property your registration **** *** has been logged for security purposes'

i'm pretty sure it doesnt do you for speeding.....

however:
you may of being speeding and it is warning other drivers about you driving over the speedlimit.....

it ususally says......this car...(then the registration number).....is doing xxmph please drive carefully
