I was bored in work today (inset day) so did some reading up on laws n such, and come across this...
Regarding the many times people say its 'illegal' to have a de-cat pipe on a car registered after August 1st 1992, and that its a requirement by law to have a catalytic converter fitted if your car was registered after August 1992, thats just crap. There is no law stating you MUST have a catalytic converter fitted to cars, BUT there is an emitions law, stating cars registered AFTER August 1992 must not proiduce more than 0.3cfm of CO or whatever it is...
So the police can't do you for having a de-cat pipe as its not illegal to not have one, its just the emmisions if there over 0.3 then there will be trouble. The CAT is fitted to help reduce the emmisions, that is it. If they could make a car engine which produced under 0.3thingies, then there would be no need for a CAT so one wouldn't be fitted.
Also, the myth of people saying the car will be ok with a decat pipe if the engine was registered before Aug 1992 & fitted to a car registered AFTER, then you don't need a decat, but infact the emmision regulations of 0.3-watevers, is actually to the car itself NOT to the engine!

Do they have 2 have 1 for the MOT or do they not need 1 as long as the emmisions are not over

No, but if you have one and the police want to be shitty, then your car is not road legal as it would fail the emissions test. If you went to get it MOT'd as they caught you, it would fail hence making the car illegal on the road.

if emissions is under 0.3 without a cat or car is registered before august 1st 1992 then you will be ok
if its over 0.3 without a cat then you'll need it to get emissions.

mine passes emissions tests without one  
on the other hand, mates clio 16v got 0.7 with a decat on.
