I have a epsilon 1.3 digi cam but not clear when taking pics at night, is ok in my room with light on though 
Settings are:
Flash - On
exposure - 1.3
white balance - auto
That all there seem to be

Exposure that high will be blurry. You're better off with small exposure and flash on, unless you use a tripod...

try increasing the exposure time if its dark out, but keep it steady or it will blur
I sometimes set the exposure on mine to 2 seconds if its really dark

Highest exposure is 2.0 so on that yea? Lowest is -2!!

Thats probably exposure compensation which over-rides the cameras decision. You'd only want to set it anything other that zero if you wanted, for example, to underexpose a sunset or something to get better colour in the sky or to overexpose to lighten the image. The disadvantage of trying to lighten though in your case here is that you'll blur the frame unless you're holding it very still.
