that's exactly the point...the plane doesn't use it's wheels for take off, unlike th car.
For the 3rd Law of Motion to apply, the power should be at the wheels for the forces/velocity to cancel. But here the power is not in the plane's wheels (which are free rolling)

The plane will take off, there is no debate. The aircraft will not be affected by the ground moving what so ever. If you were worried about thatthen you could take off in the same way you would on grass. 15 degrees of flap and get the thing off the ground as quick as you can, then once you are at the correct speed, rotate and climb.

I think the main assumption to make is that the conveyor belt is at a fixed speed and not increasing with speed as the plane accelerates.
Plus make the assumption that the runway is long enough for the plane to get up to a sufficient speed in order to take off. Surely it will take longer to accelerate to the necessary speed where the air force is sufficient enough to give lift.
In which instance the plane will, eventually take off.
If the conveyor belt is the same length as the plane and at a fixed speed. No chance. There isnt sufficient enough wind resistance in order to give the necessary lift.
