decat - won't bother really, is just a pain when it comes to MOT, but if you get one with a silencer box (raspy otherwise)
boost valve - will just over fuel and use more petrol! only worth it if have major mods
most bhp per £ would be an inlet manifold like mantzel/dbilas/lemxual things
but if you want a fse boost valve i have one if you want to buy it
