My mums got a set of scales that measures body fat, or you can get it done in a gym, its £1.
im 21, 5ft 11 and 13st 3, although im training I doubt it will drop much.

Your BMI is 25.8
If your BMI is between 25 and 29.9 you're over the ideal weight for your height I knew that already

Different thing, BMI is a "you're this tall, you should weigh this much" thing.
Body Fat % is better because people like dna23 weigh more than they should for the height, because of the muscle.
Using the BMI, he'd be overweight (maybe) but he's not, and calculating his Body Fat % would show that he isn't.

Ive got my slip upstairs with my height, weight and body fat % on it from when I started at the gym, when I start to notice the difference a bit more il get it done again, see if my body fats improved, it was JUST over last time by a couple of percent I think.

But that wouldn't apply to yourself Robin. As you have just sat about for 18 months eating garbage. You are indeed fat, and the BMI will tell you how much so

Nope, my BMI is just over 23 I'm bang in the middle of the 'right' weight for my height band. I was 'underweight' beforehand.

Just gone to get it and i was 12st 9lb, BMI 24.8, Body Fat 22.6%, Body fat mass 18.1kg lol nearly a quarter of my body.

Robin is right in what he mentioned 
BMI and Body Fat are two completely different things. Also as people have mentioned BMI is a waste of time really, it certainly doesn't apply to athletes/muscular people.
To have your body fat measured don't use those scales, they work by bioelectrical impedance and without going all techy basically it isn't accurate!
If you want a simple and cheap way then skin calipers are your best bet, your local gym/health club may well have some which you could enquire about. You'll probably want a professional to do it, and it's fairly accurate if they know what they're doing.
The best method is hydrostatic weighing (weighing yourself underwater) but obviously requires the tank to do it in. I doubt you'd be able to find one of them easily though or you're even that bothered about finding out to that much accuracy.

I'm 6'3 also
The BMI thing is rubbish as it does NOT take into consideration muscle (so someone like a rugby player or wrestler) who weighs 20stone of muscle will be obese
