Basicly John/Fad have got it spot on.
The only thing i want to add, is that the second you absconed your insurane from the equation you automaticly threw common sense & any rights you had out the window.
You drove into someone, you pay. £200 is not alot to have a bumper proffesionaly repaired. He wont have a receipt as garage would have most likely done it off the books, hes said yeah you can have a receipt but then VAT is involved.
I think you need to man up, accept you put yourself in this situation and pay up. Learn from it and call your insurance next time
Id also consider throwing the bloke a free pint or box of chocolates and an apology for messing him about

A lad hit my car while at college, he had only been driving 1 day so wanted to make sure it didnt go through insurance so i made sure i took it to a decent garage, i wanted, that i knew would be expensive but good work. Why not? I was left without a car and had to bike to college so i made sure he paid his share.

He wasn't getting the whole bumper sprayed he told me that. Thats why he didn't see the point in me going through the insurance.

Iain was honest enough to go and give the guy his details, so if the guy has nothing to hide he can produce a reciept.
TBH I would rather pay 235 with the VAT than pay 200 with no proof. And before people moan about saving in premiums, that has nothing to do with it as Iain said he wasn't bothered and it was the guy who didnt want to go through the insurance.
