I had a real problem with saving rash using wet shavers for a long time, I tried everything and in the end gave up. Then last Christmas I got a new very expensive electric shaver - it was terrible!!
Frustrated I thought I would give wet shaving a chance yet again, I got a new Gillette fusion, all the lotions I used to use and yet again the rash came back - gutted 
After a lot of research and some great advice from the shaving forums this now my routine with no shaving rash 
1. first and most importantly ditch the new fan-dangled 4+ blade razors, all they do is cut your face x4 times with every stroke, the more strokes the more irritation. I ditched it and found the Gillette mack2 is the closest I can use without getting a rash.
2. Preparation - run the sink with hot water before your shower and stick the razor in the hot water whilst having the shower. (I am not 100% why this helps but it does for me).
2. Have your usual shower, wash your face with a decent soap ( I am clinque man through and through), you can exfoliate as well if you wish (I do).
3. Now this is the bit you will think no way but its the 2nd most important helpful bit of advice. Use hair conditioner on your face and neck, let it sit on your face for a couple of minutes and then wash off throughly!! This softens the hairs you are going to cut and stops them being dragged by the razor as your shave 
3. After the shower dont dry your face, leave it wet and apply a decent shaving gel (King of shaves do loads for all sorts of skin types).
4. Make sure the water is still hot, use the shaver and use light downward strokes NEVER up stroke! Its amazing how light you can be and still get a close shave. Its worth trying as light as possible and seeing if it take enough off for you. If not next time you shave just a fraction harder. The harder the pressure the more irritation
4. Be precise, again the fewer strokes the better especially on the neck. After every stroke make sure you wash the razor out in the water, to remove any cut hairs.
6. Once done, wash you face off with hot water from the tap (not the sink water with hairs and soap in), then use very cold water to block the pours and to cool your face down.
7. Pat it dry (dont rub) with a clean dry towel.
8. Apply a good quality after shave balm, I use clinque with great results, it will moisturise for skin and cool it down. Apparently boots own is also very good so I have been told.
So there you have it, my shavers rash free steps. It may not work for you but its great for me and I did have a massive issue with it. Key points are 2 blade razor max and use hair conditioner on your beard before you shave - these are the steps that made the biggest difference for me.

I use King Of Shaves antibacterial gel stuff, then use their balm too. My other technique is to only shave about twice a month, or just use the clippers with no guard if I am going for the mock-tramp look.
