Dont really want to be a c.ock about this mate as there probably a perfectly good answer but a decat on an SXi means a new manifold cause they are attached ie the cat is part of the manifold, so when ur mate says his is decatted then he probably has a performance manifold and other things as well, or he dont have anyhting done and is just jerking ur chain!
