The hoover in itself will determine what water is of bad and leave the nice and clean water between with minimal scarring and fatality's in the fishy world.

Yes it has a special "dirt" sensor in the nozzle and only sucks up bad stuff

350 gallons quite possibly actually can you post up the dimensions of the tank and not the wooden bit and i will work it out.
your filter probably only filters very slow anyway because if it was fast it wouldn't filter properly, the filter should have a max capacity l/h written on it somewhere check to see.
also do you have a water PH reader you will need one and PH correction stuff aswell.
also you might invert in an Ozone pump.
