I'm not 100% certain on the rules but I thought that any punishment would be made for the next race i.e. starting 10 position back.
Lewis gave the position back to kimi... what do they expect from lewis... for him to give kimi the position and a 10 second lead?

he was all over the back of kimi before that corner anyway, so hamilton would've passed him even if he hadn't cut them corner.

Right, he didn't need to do it but he did, so now has to accept the consequences. There wasn't room to overtake so he should have braked and tried to pass on the straight.

He gained an advantage which was deemed to be unfair. He should have waited before making another move, then he wouldn't have got the penalty.
He was in the wrong, he got penalised.
Like I say, if he's got the talent, he'll still win the championship.
