I actually think it can be translated as either he/she, but that popular saying is normally She as is the state moto for Oregon.

The translation of 'Fly on your own wings' is actually 'Alis vola tuis', as you dont need to put propriis in.

Nihil Desidera is indeed Regret Nothing.
