Not having an internet connection shouldn't mean the he can't issue refunds. He can visit your bank with cash and pay it in. If you need to communicate, Dan has the number.

I did see somewhere that he was talking about getting his car painted. That would involve spending money.

Oh, and he also said his phone had been cut off that he uses for the internet. This is the full text I got;
