Time is something ive got a fair bit of due to the nature of my job im at home off with little to do (as ive no hobbies) 6 weeks from every 10. I think thats part of my interest here aswell to give me something to do.
So ive got the time but im not sure if ive got the skills 
Im not sure how I feel about a complete build, its cheaper to buy complete in many cases isnt it, like to buy a used one with little miles.
BMW based things sound interesting. A mates got E36 M3 engine & running gear stored away I could aquire Something else to look into.
Whats the bottom car? Looks like it shouldnt really have plates & be on the road tbh

how about a a 2nd set of wheels and some supension for the m3 to go on the track with?

Trouble with buying a partially built one is you might find people getting rid of stuff they've botched. You also have the issue that unless you're keen you might buy something old and difficult to IVA because the rules have changed since the kit was manufactured.
For example the new regs state that the seats must be bolted to the chassis and not the floor skin. If your kit doesn't have chassis outriggers for the seats you need firstly be aware of this problem, then to fabricate something to sort it that'll pass the test.
If you buy a new kit you've a lot more support from the kit manufacturer and most will have solutions to test-related problems. Second hand older stuff may not benefit from that.

Id say 10k budget, however if I decided on something like a Nob i'd happily take some tick for the other 10k.

why not the whole hog and throw £30k at it

Then sell it after a year for £45k
I would rather lose by a mile because i built my own car, than win by an inch because someone else built it for me.

Im not convinced it would be as much fun.
I dont really see it as a track car, its got too much leather & TV/DVD & interior to be fun & nimble on a tight track like Knockhill (likelly one i'd use). Suspension & spare wheels & tyres wont be much cheaper.

My mates got a kit car like Ste W's, not sure what it is but its similar. Think he paid about 6k for it.
I went on a track day with him and it was feckin brilliant, fastest thing I ever been in.

Colin, that beemer weighs about 25 tonnes. wait till you feel 300bhp in a 500kg car

More to consider, im going to take my time with this one, This is going to be another long drawn affair from me.

Ultima for £30k will be a fairly low-spec one.
You can technically build and sell for a profit as soon as it's road-legal although most people who have done it tell you that the temptation is there to spend more and get the better stuff, engine, brakes etc.

^^^that or a caterham, the one I drove had 180bhp and that was utterly rapid, thought there was something wrong but it was just the rev limiter as it rev'd so fast, been in a 270bhp westfield V8 that was rediculous

Those dax are meant to be a bitch to drive. Too light for turbo's really.
For your budget and all the time off you get, I'd be building a car tbh. at least then, you know it inside out and a kit like an MNR or westie don't require much tech knowledge as they are like a mechano set and just bolt together.
