i think u got it wrong.. buy a car for 50 quid and crash into him, not slam on brakes infront of him 
also i wonder where he got the plates as to get them u need to go to poland car registration centre as DVLA in UK.. same in most countried afaik....

Cant remember the plate, only saw a quick look at his car. Next tuesday when im in college ill try take a photo if i see his car, and deffo tell the college.

yea he bought them as show plates, Made up some numbers at letters (or maybe even copied a plate he seen on a polish car idk), added EU stripe with PL on both in white and slapped them on his car.....Way to easily done.
So whats the best way to inform the authorities, call DVLA or go into Police station ???

No Insurance is usually £220 Fine, £40 Costs = 3/6 Points. You can even get a fixed penalty now which is £200& 3 Points)
No Tax is usually the same as the above, but they make you pay the "Back Duty" for the amount of time you've been driving without it.
No MOT is usually £110 fine, £40 Costs & 3 Points. Again you can get a fixed penatly which is £200, with 3 points.
Thats going on what I see on a regular basis at work anyways.
