I thought if there was a defect with their car they weren't within their rights to pull you over?

either a defect or suspiscion of something.
they need to give a reason but they could just say ''we had reason to think you were driving eratically or under the influence''

You are technically driving without insurance though, you do know that?
He's insured against third party risks, which is his obligation. If you meant the fronting, the policy is active until the insurer pulls it on investigation.
Which will be after you crash into someone in an accident where you are to blame, when you actually need it.

were not all hypocrites or arses, however, sometimes the way people speak to us means they get dealt with accordingly.
Could have legitimately given you a VDRS ticket which means get fault fixed and get ticket stamped at MOT station at your expense, and if you drive it again before getting fixed and get stopped get 3pts and £60 fine.
The fact his headlight was out may be hypocritical, but he cant just pop and get a new bulb. mechanic has to do it for insurance , which is a pain!

But the police car isn't supposed to be on the road to be in a position to pull the lad over, until the light is fixed

Don't drive aimlessly around places, hanging around, littering etc,
don't go to matches acting hard getting pissed up/coked up thinking your from football factory, and don't frequent shite clubs in the local dives which are full of scrotes and you will find that they never bother you.
