I would imagine, that if you don't have a drop kerb, you shouldn't be parking off the highway anyway.

In answer to your initial question...no it is not legal to take his wheels off him and leave his car on axle stands

i don't know this guy's situation, but if there is no drop kerb, then in terms of highway issues, there is no driveway to access - anyone can legally park there.

having a drop kerb makes all the difference, it's an access and should not be obstructed.

i would park across your own drive so he can't regardless of the fact you might have space on your driveway.

Why should he have to park his car on his street when hes got a driveway?

Thats like building a garage for your car, and leaving your car on the street to get vandalised when youve an empty garage sitting there

Hang on, why has this got to two pages. You cant of done enough to persuade him perhaps? How many times have you asked him to move, and what has he done when you ask?

That would probably be classed as criminal damage and/or theft.

You'd be better off going to the law, or jacking it up and moving it, providing you can do it without causing any damage.
