Because he's rendered unable to detonate the bomb, hence the urgency in doing something. Generally if they're instructed to stop and they don't, they're a risk, hence the previous case.
This guy obviously got on the floor, which probably saved his life. Do as your're told, no problem.
The disappointment for me is the amount of faffing and expenditure afterwards.

Better to try and fail than not try at all.
They believe in glory, these "humans", so will try to take as many people as possible. Odds are they will be singled out when challenged by attempting a run to a more crowded area. There is less glory if you don't take any "infidels" with you.

It's pretty simple really - If you project weakness you draw aggression.
This has happened before in Policing situations an example being the decision not to pursue stolen motorcycles if the riders aren't wearing helmets. We are now faced with a generation of kids who know that the Police won't pursue them if they steal mopeds and the like as long as they don't wear helmets to the degree where they'll start a pursuit and take the helmet off half way through forcing the Officers to abort it.
Another example is where in days gone by Police Officers used to clip kids round the ear and take them home to their parents. Ask how your parents how many of them would have stood in the street f ing and jeffing at the Police and expected to get away with it.
We simply can't afford for this to happen with firearms incidents the consequences are too severe.

If someone shouts something at you, with a gun in their hand, in whatever language, you'd stop there and drop to the floor with your hands up.
If you didn't do that, you'd be stupid.
Not understanding the language is all the more reason to surrender, even if you're unsure, they're not going to be yelling "run, run away or we'll kill you" are they?

Also, you should be aware of the basics of the language in any country you visit so you know when someone's telling you to get on the floor with your hands up.
If you've not researched that and decide to run from someone with a firearm and a uniform, it's you're own fault.

he didnt run from the police charles was running for the train,there was witnesses in the trial who even said he wasnt running from the police
