LONDON (Dow Jones)--U.K. consumers are feeling gloomier than they have for
17.5 years, indicating that consumer spending could slow sharply in the months ahead, a survey by polling firm GfK NOP showed Friday.
The survey's headline measure of consumer confidence fell to -29 in May from
-24 in April, its lowest level since November 1990.
Economists were expecting the measure to drop to -26, according to a survey by Dow Jones Newswires.
The drop in confidence reflects worries about the global credit crisis, falling U.K. house prices, rising fuel and food costs, and concerns that the U.K. will follow the U.S. into a significant slowdown.
The headline measure has plummeted since the credit crunch began in August when it stood at -4.
The survey showed the measures for the economic outlook for the next
12
months, and climate for major purchases, were both at their lowest level since records began in 1986 - and even weaker than when the U.K. was in the grip of its last recession in the early 1990s.
"Consumers' confidence in the economy over the next year, plus a reluctance to make major purchases, reflect the popular expectation of a recession
- both
these measures are the lowest on record," said Rachael Joy, a member of the consumer confidence team at GfK NOP.
"The future months may see even further falls in confidence, as increasing inflation and dropping house prices make reigning in their spending even more likely for the U.K. consumer," she said.
The decline in consumer confidence adds to the arguments for a further cut in the Bank of England's key interest rate, which now stands at 5.0%, following three cuts since December. However, most analysts think the Monetary Policy Committee's concerns about inflation will trump fears of a consumer slowdown.
The BOE and most economists expect consumer spending to slow significantly this year as credit becomes scarcer.
BOE Governor Mervyn King said last month that falling house prices would probably dampen borrowing in 2008, which could cause a sharp slowdown in consumer spending growth.
Official data released earlier this month showed retail sales fell for the second consecutive month in April, the first time that has happened since the beginning of 2006, although the decline wasn't as fierce as economists were expecting.
And on Thursday the Confederation for British Industry, a major business lobby group, said retail sales remained weak in May while prices surged.

But despite the weakness of consumer confidence, the BOE governor, and U.K.
Prime Minister Gordon Brown, have said repeatedly that the current low level of interest rates and high levels of employment will prevent a repeat of the economic hardships of the early 1990s.
