Thank you for your email. I understand that you were charged PayPal fees
when you paid your seller and got refunded and now you've attempted to
contact them but got no response.
I'm sorry to hear you're having a problem with this purchase. Please
understand that eBay does not hold a policy when it comes to refunds as
we believe this decision should come from both members involved. I'd
like to explain further why eBay can't get involved directly in disputes
between buyers and sellers.
eBay provides a market place for buyers and sellers to interact just as
a local authority might provide a physical venue for a market to take
place. We have limited legal powers and responsibilities. We provide the
listing and bidding systems, but we do not authenticate users, verify
items or guarantee that you will receive payment or the item.
Our responsibilities are explained in detail in Section 3 of our User

I encourage you to phone your seller to discuss this matter. Usually,
matters like this can be amicably resolved.
Here's how to request your seller's phone number:
1. Click "Advanced Search" in the top right-hand corner of the eBay
homepage.
2. Click "Find Contact Information".
3. Enter the relevant item number. You can find the item number in My
eBay. Click "Search".
We'll then send you an automatic email with the seller's contact
details. Please be aware that we'll send them your contact details at
the same time. We feel it maintains trust and fairness on eBay if
members are made aware when other members request their contact
information.
I sincerely hope this information helps you to resolve this matter
directly with your seller.
