The only thing which DID work do not know as I haven’t had any tickets for years
When you get your slip about who was driving as you was clocked speeding, Fill it in as normal saying you was speeding BUT do not sign it.
They will send out another letter saying you must sign, but again do not sign.
As it’s against the law to not give information BUT it’s also your human right to a fair trial so they would have to take you to court and prove it was you driving. So with camera’s which take phones from behind your fine.
The police do not follow it up as it would be thrown out of court if all they have is a photo of the back of the car (reason why all new cameras take pics from front to get photo of your face).
Famous story was 2 lads in a XR2 with blacked out windows got pulled over as no insurance came up then driving behind the car, when police went to the car both lads where sat in the back and both said the other was driving. Police could not do anything as they was not proof who was the drive.
Now I know this for a 10000% FACT, as I still have all the letters with dates on, and I can show you my driving license with no points from this time (I had ran a red light).

points only count for 3 years, after 4 years you can have them taken off but for insurance purposes they go back 5 years
You can apply to have them removed after the 3rd year. You do still have to notify your insurer going back 5 though. it won't affect the premium after 3 years though.
If you get points halfway through your insurance year, notify the insurance company straight away, as if you don't it could invalidate your insurance if you had an accident. They will add them on but you won't incur an additional premium. That will come when you go to renew.

As you say, failing to give information is against the law, and the ticket will just be withdrawn, and then you will be prosecuted for failing to give information.
Fair enough you wont get any points, but you will get a much bigger fine.

Well, I passed a Police car at 105mph, not big and not clever but got NO points. Just a seven day ban, and 145 fine, plus 30 court costs. I'm not sure what was worse, 7 days not able to drive, or my mum having to take me to work every day.

Do you have an offence code on your licence now though? Presumable your insurance is affected by it?

Showed as SP30 on licence, but had no effect on insurance! Grovelled like a complete ar$e in court, and not ashamed of admitting it!!!
My "legal advisor" was amazed I got away so lightly. He expected me to be facing at least 2 week ban, if not more and a much higher fine.

the justice system for traffic offences is very inconsistent, you see thieves that drive stolen vehicles with no tax insurance or anything get a 200 quid fine and a 6 month ban, and someone that is fully legal on the road whos strayed over 100 on the motorway get the same

Were you one of those people at school who was allways telling tales to the teacher?
Nope, i was suspended and got into alot of trouble. Like ian says, 3 points, or a criminal record for perverting the course of justice - you'd be a fool to choose the latter IMO
