From carfolio's figures, the 172 has 161bhp/ton and the 106 gti 127bhp/ton.
Thats quite a difference.
At speed the difference would be even more noticeable too, due to the power/drag ratio going in favour of the higher powered clio.

from what iv heard the clios rarely actually get 172 bhp?
and the 106 is more like 148 bhp/ton

At the end of the day believe what you want, i have been in a "race" with one and to 110 it was even.

yes i have also witnessed several attempts.
the 172's always seem to under achieve, i remember racing one in my leon when it was standard and my leon was creeping past, that was flat out on a dual carraigeway and figures for the leon were sposed to be 7.2 to 60

where did you get that 0-60 time from? a quick google search says...
Peugeout quote 8.7 seconds as the 0-62 for the 106 GTi...
For starters the 106 has a 0-60 of 8.7...
A 106 gti will need a fair amount of work to run sub 7 secs. The factory quote it as 8.2 secs to 0-60 (not 7.4)...

its 7.4 same as the saxo vts, peugeot timed there cars differently with a payload, a passengar and fuel, this gave a slower 0-60 then the identical VTS, but also earned it an insurance group lower 
my old one as standard ran mid 15's, no 8.7 second car would run mid 15's 
its common knowledge they are low 7's anyway
evo mag timed it at 7.4 also

between the early engines and the later TU54J with the egr valve, have a slightly different head, its 5% freerer flowing and doesnt have an egr valve.
the engine can be identified by two prongs.
