I got bad feedback for a similar reason.

Guy paid me but I wasn't 100% comfortable so refunded him and sold it to someone else.

He then left me neg even though it didn't cost him a penny and lost my own listing fee, plus could have lost the item and the payment.

Interesting, he is no longer registered the Ebay.

Like what's been said, it's not hard to find someone who uses paypal, and has a "power seller" account or whatever it is. Click on their feedback, look for an auction that was won by a bidder a few days before hand (most people will wait for the item to arrive before leaving feedback), then use their user name and auction ID in the scam email. Too easy to do, and doesnt take a geneous to figure it out.

erm... this guy wasnt a power seller on ebay, infact rarely used ebay.
