it does, ive read a test done with one of these
it made more power std,
less power with it fitted
and running it restriced it causing it to be down on power

the valve will release the 'boost' at idle, as the fan probably spins constantly at whatever rpm the engine is doing

I think it was someone on here did a funny photoshop of one of these, put it on ebay and it made something stupid like 110 quid!
