Reason I ask is that some were closed in 1991 etc , why would they still be used then ??

Different enemy now, the enemy know is a goverment produced one, during the Cold War 45-90 the USSR was the threat to the exsistance to the planet.
The bunkers were used to monitor fall out from nuclear explosions and keep different parts of the country in constant contact.
