Hollow tip rounds normally don't kill, they inflict serious injurys which normally take a while to die from, thats why they were banned.

bullets are seriously nasty things, depending on the size of the cartridge (the amount of "gun powder" propelling it) some rifles rounds completely disintegrate when they hit you causing alot of little pieces of red hot metal to rip through your body. the exit wound from a rifle can be anything up to the size of a large dinner plate from a 5.56mm round (which is a small round). the smaller cartidged rifle rounds just tend to spin and have the same effect but on a smaller scale, ie not causing as bigger exit wound.
also, when the round is spinning through the air a vacuum is created behind it which sucks in alot of dirt from the air, so not only have you got a piece of metal flying at you at almost a kilometre a second you've also got the threat of infection. although this is admittedly the least of your worries
also, another way to blow half of someones face off is to fire a blank at them with no depresser on the end of the rifle, from an SA80 (the standard issue British army assault rifle) there isup to a 3 foot flame combined with alot of pressure. back in my cadets days they did a demonstration of the power of blanks by tying a paper bag filled with water to a branch and firing a blank about 3 metres away and it completely obliterated it. apparently paper bags are more substantial than your skin too

They use a hell of alot of ugly amunition you wouldnt want to get near..
Like the shells that hit the side of a tank and crack off a peice of armour inside, which rechochets about inside killing everyone.
Or the tungsten dart which peirces through the tank, and out the otherside, sucking the crew out the exit whole in the back due to the pressure change.

they also have bullets that fragment into tiny peices, which would just make people explode, they fire them at APC's and transports, planes the lot, will go through alot of stuff, and litterally just mince people up

to answer the original question the bullets that fan out when hitting a solid target are called dum dum rounds, mainly available chambered in .357 they were designed to pass on the most kinetic energy to the target rather than penetrate
in the 50's britain made the change to the 556 round as when it hit the body the lighter round would bounce around causing internal damage rather than death caused by the heavier 762, in theory it removed 3 people from the battlefield as people would be needed to remove the injured as well as treat them. Its for this reason as well as the smaller size and lower weight meaning more can be carried by one person that nato changed from the 762.
As far as hollow point ammunition being banned by the geneva convention...
"They are technically forbidden by the Hague Convention of 1899 but are the most widly used pistol ammunition by police and civilians in the USA.."
says it all really...
