Seems completely pointless, stupid, scummy and wastefull to have blue grille lights and use them to pull people over and scare/annoy them.
If I had a set, i'd simply use them to clear the fast lane of all slow drivers in order to reach my destination quicker.
I thought that only CID and special units such as armed response used unmarked cars anyway.
Incidentally, a few years back I was a passenger in a friend's modified RS Turbo on a section of motorway.
A navy blue Omega was in the middle lane with only a driver on board and no apparent police paraphernalia such as dash camera etc.
My friend was just about to make the jump to light speed when I spotted the tiny Metropolitan Police insignia on the jumper of the Omega driver.
Needless to say my reaction was somewhat prehistoric as I spun clockwise in my seat with panicked expression, waving of arms and incoherent shouting at my friend, in an effort to prevent him from displaying precisely the wrong kind of driving directly in front of a police officer.
Needless to say he thanked me relentlessly and I became his officiall speed trap/camera/police car/policeman spotter after that point.
Shame I can't do the same for myself when i'm driving.

TBH, I think there's more sets of plates than actual skodas. They are easy to spot loads of things that give them away. Check my post in South Central
