Depends on the scheme thats being run and were the moneys goes. Most Forces are opting for the high Visibilty method which means they will be visible.
Dosent matter really can read your speed from half a mile away. So will see you before you see them

But say it's just you and a cop car? night time, clear road etc.
I don't see how you can be done for accelerating too quickly, providing it's done in a safe way - i.e. your not snaking all over the road in a rear wheel drive car.
and that brings me to a point, if they were in a Ferrari - would they be done for accelerating too quickly? probably not - but it's because the car suprises them with how rapid it accelerates it does?
I think it's a silly law, as how can you measure how fast someone accelerated - providing they don't exceed the speed limit - seems a bit lame.
Obviously in a residential 30 limit, it's a bit un-necisary to accelerate quickly. but off some lights on a national speed limit dual carriageway - seems a bit petty to say 'you accelerated too quickly'

Can't speak for the particular incident cause I wasnt there but I woudl only use this legislation in a 30 Zone or if two cars were racing of the lights
