This happens regularly outside the Chinese I sometimes deliver for. Right outside is a Pelican accompanied with, obviously, the zig zag markings.
Perfectly "innocent" people come in - oblivious to the fact they've commited a crime by parking there - and in several cases have left with a £60 fine and 3 Points. An expensive dinner anyway!
I can't really pass judgement as I've never really found people parking like this being in the way or whatever, but it's certainly harsh - especially when, in some cases, it happens at 11pm!

They can in London, for things like box junction offences... Not sure about anywhere else though.

Dont think so.

why do they park there then? surely they must know they are risking it by parking there?
tbh If I was the policeman I probably would do the same

there is no need for 2 Police to witness it, or pretty much anything. This is just something that used to be needed but hasn't been for about 10 yrs. Certain things do require more than 1 officer to witness something but CCTV, computers in vehicles etc, mean that this is hardly ever the case!
The reason you aren't allowed to park on zig zags is because it obstructs the view other motorists have of the crossing, or whatever it is they are there for
Treat it as a learning experience............

on his way home, off duty, at 2 in the morning
apart from that there is no signs to say dont park just old lines in the road which are broken and almost scrubbed out
and at get a life

Yes, this pisses me off.
'I was speeding/parked illegally/broke the law... why have i been given a fine/points/ban etc etc, oh but my mates mothers brothers uncles dog did it and he only got fined this much/no points/no ban'
Because you broke the law you fucking idiot, and when you break the law you should face a punishment.
Learn from it, dont park like a gimp. Ta da!
