People like that everywhere though mate, I have my own links to all things secretive, it's just one of them things, your little brother will probably avoid these lads paths in future and it may lead to better things, leave all that Al Capone stuff to the 'businessmen'. A good punch up and a few hidings in your youth toughen you up anyways, maybe a constructive a part of his life, I have a little brother (he's 20 now like) but there was tonnes of times he'd come in all sheepish after a good thump! It's a learning curve my son.

a few years ago some younger kids pissed me off, i kicked one in the face making him fall into a bush and then the same night i chased another round the back of a house and slammed the back of his head into a brick wall

I have had this god knows how many times, got younger brothers and sisters... here's my advise..
If they are anything like the people round here they are arrogant little, board kids that have nowt better to do.. since changing my life after school dont have a problem with people like this anymore..
1st - advise tell him to do what i did - get your bro to sign up at the nearest boxing/grappling/taiboxingclub - it will help him through his lfe and give confidence and an upperhand in these situations and also alot of handy mates..
2nd - Be clever play them at there own game, if being tough is their language do what i did once... Some lads were pickin on my brother every day at school, basically told my borther we had a plan... one day got my big jacket on, basball cap etc... met them where they crossed paths, asked a mate to do a little role play and planned an attack on my mate. the chavs were stood outside school at a local shop, we went round the other way behind the shop, i took i knife  ... I then scream "U FCUKIN TW4T, WHO THE FCUK DO YOU THINK YOU ARE??!" got my mate (Big lad) to run past these lads, i chased after him and threw him on the floor infront of these lads, got the knife out and said "You come near me again and i'll fcukin kill you! DO YOU UNDERSTAND??!!" "DO YOU FCUKIN UNDERSTAND!!??"- mate sheepishly said yeah, yeah, yeah yeah... i let him get up and he ran as fast as he could away...
I Looked at these lads square on breathing heavy like a nutter and said "what the fcuk you looking at?"  they said nothing and looked at each other - they looked white at what they just saw! At that point my brother walked round the corner and ran up to me and said "Wots up bruth?" - "i carried on the rant about how if he pissed me off again i was gonna find that lad (my mate) and tear him a new ar$ehole etc... the next day my brother walked past the same lads and not a sound, the lads that used to bully him now try to talk to him and be mates.. 
Worked though!!
Option 3 is to get a gobby girl to shout a them, lads hate being confronted by a girl as they (Usually) will never try to argue with them as they know they can't hit a girl.... but depends how bad these people are...
anyway upto you mate, option 1 is great tho, i have been boxing and kickboxing and grappling etc for 2 yrs now and i never feel threatened by anyone... plus have a load of "handy" mates 6ft5 boxers that are animals if i need assistance ever..
