It would have to be a Cat A/B to not be allowed back on the road. C and D both can be.

Yeah pretty much, cat D minor damage insurer decided not to repair, cat C major but still fixable.

Even if its a Cat C or D its still up to the ins Company if the sell you the car back. Sometimes they just say no.
