I dont think Carvalho was blovckin him 
The penalty was a deffo penalty tho... Im sorry but you cant leap up in the air hands flailing with your back to goal... that wasnt deliberate but it also wasnt really ball to hand as he put his arm in that position

I'm a neutral too and i agree with City - if you actually saw the replays that they showed at the end of the match you would have seen he clearly held him back - quite a bit too!
