Dad is in desperate need of a new PC. He's on an old faithful Dell machine with Intel Pentium 4 processor  it doesn't even play videos off his still camera it is that old 
This has been superb and so looking to get another Dell. We also have Dell at work with 0 problems.
First question - can I presume i3, i5 and i7 3rd Generation processors get better as the numbers get bigger? i.e. i5 sits somewhere in the middle? He needs it for watching MTB videos online and doing his work paperwork, namely Microsoft Word. Will i5 be sufficient?
Also, what is the verdict with Windows 8 on a PC? You can "downgrade" to Windows 7 at no cost. I know Windows 8 has the touch screen layout and you can still get the standard 'Start' menu, but just a bit dubious.
Any advice would be great 
P.S. Looking at the Vostro 470MT with i5 processor.

For deanos dad using word and the internet the 8 interface will be perfect, will have his most used icons very easy to get to.

i3 or i5 will be fine, id imagine you'll probably pickup an i5 thought.
Only real difference between i7 and i5 is hyperthreadding which is used for video rendering.
Make sure you get a min of 2GB ram and your on your way.
Windows 8 or 7, wont make any difference which.

Thats fair enough, but from all the others ive used, that picture is dead on the money.
I know lots of people who are going to stick to 7 and wait for 9 to come out.

tbh the one thing that people have been complaining about that i have heard is the lack of the conventional start menu, and for non pc literate people this is a big deal and with no way to add it back in without a 3rd party plugin.

I don't know mate. Virtually all residential customers that had new systems off me recently specified 7 as they didn't like the user interface of 8. But then again, they didn't buy touchscreen systems off me so maybe that's why.

Well seeing as though it has only been out for a couple of weeks there isnt going to be a massive up roar for it yet. But all new hardware from the likes of pc-world etc will come with 8. Already around 1/6 of all traffic to a large retailer is win8
