I suppose it depends on what car you get, for example a shit car like a Corsa ( ) or a not-so-shit car like a Ferrari?
But going on the assumption that not many people on here own Ferraris, I would go with lowering.

I'd say lower it, it was the first thing I did to the Corsa. Although it'd all depend on the car, I'm not sure for example if I'd lower a 7 series, in that case I'd probably go for wheels, but if it's not a luxury barge then yeah, lower it

The only thing ive done and going to do to my Mondeo is put 17" C-Max wheels on it. So I chose wheels. Its made the car!

Mine would probably look "better" lowered on the 17s, but I love it as it is, and I like my comfy ride!
