a good de greaser when you clean the wheel, and once prepped make sure you wipe it over with some panel wipes before spraying and it'll be ok

as Huwsi said, you can get most of the stuff from halfords or a good car shop.

panel wipes/spirit wipe, is a de-greaser in the form of a wipe much like baby wipes (dont use baby wipes tho) will get rid of any dirt or dust from rubbing down.

I tried this when I neede one more and It didn't make that much of a difference to the finish, it's just with the proper ones it dries quicker and there is no residue after using them (unlike baby wipes)

Plus as Danny pointed out; there is degreasant in the panel wipes

White spirit is slightly oily and leaves a residue, but you're right. Don't use the wipes, just get a tin of panel wipe and use a rag on it. Lint free though as you'll get dust and rubbish in the paint otherwise.
