Im so fed up of my car now i just cant get the bodywork right and what not and im a bit bored of the 1.4 power!
So after PVS its going
Ill have about 3.5 - 4k to play with
Insurance - 19 (20 in july) 2ync (3 in september)
So far ive only being looking at saxo vts or 106 gti
Car needs to be reasonably quick and have good tuning potential.

Wait until September, insurance would be cheaper unless the insurance company are willing to swap cars at such a late date etc.
No idea for £4k, quite a lot of choice tbh.

look into dc2 integras also, my ek4 didnt cost me much and 160+ bhp and 9000rpm is still pretty fun

you'd get a mint ek4 for that money
ek9 will be dog if you can find one for that money, and try insuring it. i'm in practically the same boat as you and the quotes were astronomical.
as lee said, look into integra's although, again, you'd be lucky to find one for £3500

if you HAD to buy a 106 or a saxo i'd go with the 106. but its down to personal preference
