Although...I would laugh if you or a family member were in trouble and the police took 10 extra mins getting to you as they were driving around the block looking for a proper parking space.

Why the fuss, picture proves nothing.

1. Could be outside the police station meaning no parking for cars as this is where the panda's park

2. might be an emergency inside.

3. Might be a photoshop.
