I just spent the last few months re-building the GSi spent a crap load of money finding parts for it as they are bloody hard to find over here in Oz......
FAILED Roadworthy / MOT
Reasons : Airbag light fails to illuminate ...(can be fixed)
ABS light fails to illuminate ....(can be fixed)
Wheel bearings need adjusting .......(can be fixed)
Vehicle body unsafe for roaduse .......(CAN'T BE FIXED)
Some of you might remember the damage to the rear of the car and the big job it was to repair, the spare wheel well is starting to fold in on itself making it unsafe for roaduse.

first off cant fail on airbag light no matter what
to pass the boot floor put something over it that the cant remove, as the tester is not uposed to dimantle anything to carry out the test, so put a wood floor in or something and screw it down

MDF False Floor over the top, or cut it out and weld a new bit in!

I've found a smashed 1995 model at a wreckers so I'll cut that section out and weld it in. It's a massive pain in the arse.
I told the vehicle tester that it doesn't have an airbag thats why the light doesn't work. He reckons it has to have one.

Has the airbag been removed? If its 95 onwards then it would have been fitted with one, perhaps your regulations mean that if it was fitted from the factory then you need one?
Not sure how he would know though. There's certainly no easy way over here short of consulting the manufacturer as to the original options.

Take airbag lights out of dash....
Also, re the shell, try this.... Excuse the sound matting...

Have the spare wheel arch removed/cut out. A plate welded in over the top. I've got one plate below the shell and one inside the car. Been welded in and sealed, then the underside undersealed.

Yeah I would check the requirements before doing anything that drastic.
Welding in another standard floor might be a better option.

Or buying a new car. I don't know why people get so attached to thier cars, if it's unsafe then it's scrap. Take all the good bits out and sell them if you must.

The airbag is still there but the self test light would come on, then turn off then back on and stay on. The local Holden dealer wanted a couple' hundred $$ to reset the computer so after reading a couple of posts here I just took the globe out and disconnected the bag, I suggested that the missus was nervous driving with an airbag (worried it would go off) so it was removed but still has the airbag steering wheel...He says a GSi must have an airbag fitted and working correctly

And the stearing wheel 
And the rules may be different in Aus, but in the UK its not a requirement to have a spare wheel.
Spare wheel arch removal is a fairly simple job for a bodyshop. As long as its sealed, and the brake compensator has a new bracket made up.

make a false floor boot build and put your spare wheel behind your seat goto a different garage jobs a good en.

Spare wheel isnt a necessity. I no people that actually take them out at MOT time, just incase there is something wrong with them. If you dont have one they dont check, if you do it has to be safe.

UPDATE:
Previous owner had the car inspected by this tester previously. He knocked it back then due to previous owner being an idiot and assumed it was still owned by the same person.
I will be soothing the damaged area with fibre filler, then a quick application of body filler, then a quick blow over with some 2 pack that I have left over from previous spray job....and then to a different tester that I have just been told will pass it as long as all the usual things work (seatbelts, indicators, headlights ect..) so we will see what happens Thursday.
