tbh it occured on a base which means the law of that country applies if it was done in somewhere like basra it would have been forgotten,

at the end of the day the guy wasnt a hostile just because your at war doesnt mean you can shoot civilians. accident or not he is still liable for the shot being fired as its his weapon.
