wheels definately. at the end of the day. wheels can make a huge difference to the look of a car whereas a number plate is pretty much wank. too expensive. not worth the money. and doesnt really do anything to the appearance of the car.

the thing with the plate is that they actually belong to the car, loads of grey areas like if the car gets written off can potentially lose the plate too etc.

i will probs get both as i can get 300 for my wheels and 150 for the 16s that i have lying around somewhere and should be able to get 500 or so for my plate too (or just put it on my other car)
