all depends on what you call quick-ish mate. 8v SRi corsa isn't rapid by any means, but is quick for a first car

you seem to have decided that 1k is expensive. a saxo vtr at 18 is plenty quick enough, and he'll struggle to insure anything similar for under a grand

im 20 and pay £1200 on a 1.2 8v pal. you/your bro may be dreaming a touch. saxo vtr is plenty quick enough for an 18 year old

i pay less for my 99 sport than i did for my 1.1 saxo because saxo's are classed as "Boy racer Cars" acording to norwich union.
