Knowing Vibs he is probably referring to a technicality which does state that they arnt married but that they have the same rights as a married couple, such as next of kin etc. So in a way he is right.

It still doesnt really clear it up. The title said "weddings" but after that it refers to "partnership" and the partnership act states that unlike marriages it doesnt have to be done in public.
