also, if it were to be on a normal car, not as a private reg, is it possible to accquire it?

Best bet is phone the DVLA, if they allow it, get a price on it.

£80 registration fee also, so the price of the plate as they quote, plus 80 dump!

dvla wont do a plate like that and it wont alreadt be on a car

how do you get reg's such as 8 PE then?
i have seen this registration locally

Correct, transfer fee is included in the price, unless it's changed since I got mine.

Before 1963

AAA111
111AAA

After 1963

After 2001

AA11AAA

Numbers can go up to three digits before 2001 (ie. 1, 11, 111)

H41ME would be a 1990/1991 plate but is missing its last character.

Yeah you could add any letter at the end apart from I, Q or Z.

Your problem then becomes that as DVLA only reserve lowest 20 on H reg, H41MEM is already on a car, which you need to find and buy.

but how do you get it from one car to another?
if its already on a car, then how do i get the documents etc from that person, would i have to buy them a reg they wanted to replace their one

You either have to buy the entire car and apply to transfer the reg off, or convince the current owner to do it. The car will be reassigned another H plate which no, you don't need to buy, its just picked out the pot by DVLA.

These are plates that are not year related and are usually thousands
