do you just mask the car off and select the inverse then apply the blur tool all over?

used the lasso tool to selected car then inversed selection and then applied gaussion blur to a set level that would just blur the back ground a bit. gives the same effect as if you were to use a telephoto lens.

Your perspective would not be what it is there if you were using a longer focal length. The effect is not identical. Doing it in PS is far less natural and pleasing IMO.

The fence shouldn't be blurred as its the same distance from you as the door handle is, and thats in focus...
