when painting plastic do i need to sand it smooth? get all the grainey desin off it?

To save yourself a lot of work you could try filler primer. Personally though, I hate the stuff. Its time consuming rubbing it all down but the end result will be worth it.

Agree with cobra, sand the texture down about half way, and use filler primer to build the surface up flat then paint, might have to use a plastic primer first before the filler primer so the paint takes to the plastic

Filler primer. This is NOT a primer than "fills". It is a specially designed primer, used for priming filler.
So many people make this mistake 
U want a high build primer, like that expensive stuff from Halfords in the green/blue cans, not the other stuff with the yellow lid!!

still use the plastic primer cos hardly any exept epoxys will grab it well, but the plastic primer will.

no dont sand them down like that or the plastic will go fluffy. scuff the surface with a red scothbrite. wee spray of areasol plastic primer and 3 coats of high build primer. flat them all down and another 3 coats of high build. then flat down again, paint and lacquer. itll look fantastic...

sanding it has to be made very carefully ofcourse. but its depending on what plastic it is, wich is the best to do it...
scothbrite is very good on some plastics, but on somes it wont be doing much different, depending on the surface of plastic...
