ive just built my xe corsa and ive got an ecotec pipe on it at the mo will i feel eny differnce if i put a powercap on it ???

Depends on preference really. My ecotec plate's been welded by a chimp with parkinsons disease I think, but it's got no leaks and does the job fine. A powercap looks better and a bit more 'professional' if you want.
