If you are telling them you are the main driver then there's no way you can have her as the policy holder no because it's illegal.
If you are trying to do it you can't tell them you are the main driver.

transfer car into her name, then you can be added as a named driver.
probs cheaper if you transfer it into your dads name and get put as a named driver on that policy.

tbf for some people this is the only way they can insure a car. when i first past i only had a 1.2 corsa b and the cheapest quote i could get was £1200 odd which was just stupid considering i only paid £900 for the car.
got on my dads insurance for £200 odd, no way i could have paid otherwise, and yes i had a job but working part time whilst not in college isnt very fiscally rewarding and i didnt want to take money off my parents.

It's the same everywhere, just got to pay it and get on with it.
Shop around for a bit but don't expect to much of a change in prices.

My Dad legally owns my Nova although gentleman agreement says it is mine. he is the owner but i am the keeper if you like.
anyway when i was with Bell and when it was insured with Admiral they had no issues with me being the main driver of a car i didnt own, Dad was a named driver on it which may have help but that answers your question: Bell and Admiral
