No - you have paid 80 assignment and 25 retention. So assignment is already done, assuming you keep the retention valid (ie. a further 25py).

Buyer will need to do a change of nominee though, also 25.

If you want to lose the plate, yes. There's nothing dodgy about it in terms of selling the car. But it transfers ownership of the plate to the buyer and it's up to them to transfer it off and give it back to you. Which they're not obligated to do.
